Jim Fohrman likes working for the Cottage Grove City Park Authority, but admits to occasional trouble. Just southeast of the Twin Cities is Woodward Ponds, a new townhome community that has something for everyone. With a variety of outdoor activities such as hiking, cycling, swimming and fishing, it has it all. On the steep slope of Lower Grey Cloud Island is a narrow stretch of water that is conveniently suitable for kayaks and canoes. A torrent of water and tons of ice has dug a canyon about a mile wide, creating a natural waterway for kayaking, canoeing, fishing and other recreational activities. In addition, there are declining trees, including a variety of plants and animals, as well as a large number of birds, reptiles and amphibians.

The population was distributed, with 4.9% of people 65 or older, which was the highest percentage of any city in the state of Minnesota with a population above this age group. More than half of Cottage Grove's population (51.2%) was below the poverty line, including 3.5% of those under 18 and 2.6% of those under 65.
The racial composition of the city was the highest of any city in the state of Minnesota with a population of at least 1,000 people. It was a mix of white, black, brown, Hispanic, Asian, Native American and Hawaiian / Pacific Islanders.
Levitt said the 16 participants are a diverse group, including firefighters who want to be captains and police officers who want to be sergeants. The class gave participants basic information about the city's functions, including housekeeping, and discussed working in customer service, dealing with different types of people, and playing to their strengths. They were then briefed on the Learning Lead Program, which is part of the City of St. Paul's Career Development Program. These included front desk staff, technicians working on the approval and more young staff working directly with the public.
The class talked about schedules, goals, and practical considerations, and expanded the discussion to software and system replacements to make them more relevant to office workers. Specific exercises included how to manage something like a switch to new software, build a case for buying a special device, make a proposal to the City Council, and more.
One sense that emerged from the public relations activities was that Cottage Grove was well placed to cope with future growth. To meet the challenges of growth, the city is now planning the future of the community beyond 2040. The city has asked its citizens for help in determining the general direction of the plan, and has even gone so far as to involve residents in the effort.
